The Community Reinvestment Act

The Community Reinvestment Act (CRA) was implemented by the Federal Reserve as Regulation BB in 1978 following the congressional adoption of Title VII of the Housing and Community Development Act of 1977. Its intent is to encourage all financial institutions to assess and meet the credit needs of their local communities including low-to-moderate income (LMI) areas consistent with the banks’ business strategies. CRA does not prohibit any activities, nor does it require specific allocation of credit.

Willamette Valley Bank’s Mission and CRA Philosophy

Willamette Valley Bank (WVBK) is dedicated to meeting its responsibilities under the Community Reinvestment Act (CRA). The Bank has five assessment areas in Oregon, Washington and Idaho and we are committed to understanding and meeting the needs of those communities through:

  • Public service, financial literacy training, budgeting/money management programs, and first-time home buyer classes that are available to all we serve in the community, especially to those with limited experience with the banking industry.
  • Loan products that are designed to be responsive and meet the needs of the communities in which we operate.
  • Ensuring that products and services are accessible to the entire community and that all residents within the assessment area are aware of the services WVBK offers, including LMI (Low/Moderate Income) areas and residents.
  • Making investments in the communities within the assessment area that will support LMI income families and demographics with the intent of improving quality of life and sustainability for all residents within those communities.

Public File and CRA Performance Evaluation

WVBK is pleased to provide information for public inspection under the Community Reinvestment Act (CRA). Interested parties can review the data provided and produce hard copies of documents as needed. Under CRA, the following information must be maintained in a public file as of April 1 of each year.

  • Copy of the public evaluation of the Bank’s most recent CRA performance Evaluation.
  • A list of all branch locations including hours of operation.
  • Branches opened or closed during the current year and each of the two prior calendar years. List to be updated on a quarterly basis.
  • Services available at the Bank’s branches to include automated teller machines (ATM).
  • A map and tract listing for each facility-based assessment area designated by the Bank.
  • The Bank's HMDA disclosure.
  • All written public comments received for the current year and prior two calendar years. Updated on a quarterly basis.
